what OS do you have? how are you installing? please provide more details

Obviously need more info. CentOS/RHEL/SL?
Doing a yum update? Or using a satellite/etc?
Are you excluding packages? Are you getting an error? Can you post details about the error specifically?

I'm running RHELWS v4 and using its Update tool. I have forgotten were I entered the file to exclud.

So what exactly is your problem? Are you trying to install or update software (i.e., an RPM or Package), or is the Update tool just popping up an error on your desktop? Or are you manually trying to update your system? If the latter, I'd suggest trying to update via yum - at least that way, you might get more valuable information, in the event of an error. Open up a terminal window and (as root) run:
Code:yum update

I believe you are using the up2date tool:
The config file is somewhere in /etc/sysconfig/up2dateCode:up2date -p up2date -u
