[wired network] On reboot, Fedora 17 server shows OK but Windows 7
says "remote device [Fedora server] won't accept a connection." Is this a Fedora issue or a Win issue? Pinging Fedora from Windows works.

Have you installed and configured samba? Probably you would get more help if you posted more details on what you did, was it working previously? new install and setup?
