Exclamation Help with Linux Red Hat Enterprise 5.4

I installed Red Hat Enterprise Linux version 5.4 on a desktop in work.
I am stuck on the following

    1. I have to ensure that Syslogd options in the /etc/sysconfig/syslog file read
SYSLOGD_OPTIONS="-r -m 0". After making this execute service syslog restart the syslog and make this change effective

    2. What would you recommend as a remote software so we can connect to the red hat machine to install software?

I am so stuck as i am a windows user and really confused when it comes to Linux please help

If you have public IP to connect remotely then you can use putty to connect your linux machine.
You can use putty in windows.

But if you want to connect remotly from linux to linux then you can ssh your server with IP
