The new default is to ask for the user's current password to utilize sudo. It will not ask for root password by default. This is a new feature called polkit, it's not a bug, it's the intended behavior.

I've just completed updating all vms including the several fedora flavours and spins. The bad news is that after the updates, the XFCE fedora 17 no longer responds when I click on the users and groups link in the main menu. It would appear to be something in the updates to the old versions which is part of the new fedora 18 default installs. I went to the Bugzilla site after the recommendation above and found the issue has been referred there as well.
