If you already don't have the required drivers for your webcam installed on your system then you need to install the required driver. You will have to check which driver supports your webcam and if that driver is already not on your system then install it. After this your system should be able to detect the webcam.
BTW, which distro and webcam are you using?

OK. This information is not enough and is not going to help. Can you please check from your web cam manufacturers website that which/what driver you need to use your web cam with Linux. Once you have this information then it would be easier to figure out how can your system detects the web cam.

if you unplug your camera, and then plug it back in you should see a kernel message in /var/log/messages similar to the following for my Logitech 4000 camera

Feb 8 12:33:13 admin kernel: usb 2-1: new full speed USB device using ohci_hcd and address 4
Feb 8 12:33:13 admin kernel: usb 2-1: configuration #1 chosen from 1 choice
Feb 8 12:33:13 admin kernel: pwc: Logitech QuickCam 4000 Pro USB webcam detected.
Feb 8 12:33:13 admin kernel: pwc: Registered as /dev/video0.

if the device is registered ok, it means your kernel has recognised your camera.

if not, you need to source drivers for it.
