./configure options while installation of nemesis

I am a newbie in linux.I m using redhat linux v3.I want to install nemesis from source code.when I extract the source code run./configure it shows ERROR
libnet library not found.

I have installed libnet packge.


I used the command
root #] whreris libnet and found it in /usr/include/libnet.h
/usr/lib/libnet.a /usr/include/libnet

root#] ./configure --with-libnet=/usr/include/libnet
root#]./configure --with-libnet=/usr/include/libnet.h
root#]./configure --with-libnet=/usr/lib/libnet.a

but still it shows up the sam error message
please help

does
# rpm -q libnet
gives a positive response.
and give detail of the error messages you receive

yes installed the rpm and rpm -q libnet gives a positive response and shows libnet version.I have also installed libnet using its source code
this is what i have done

[root@localhost nemesis-1.4]# rpm -q libnet

[root@localhost nemesis-1.4]# whereis libnet
libnet: /usr/lib/libnet.a /usr/include/libnet /usr/include/libnet.h /usr/man/man3/libnet.3
[root@localhost nemesis-1.4]# rpm -q libnet
libnet-1.1.2.1-1.1
[root@localhost nemesis-1.4]# ./configure
