Could you please send some document regarding VPN setup in rhel-5?
How can we install binary rpm file?

Try:

yum install openvpn

However, it is possible that you may need some other packages like
openssh-devel
pam-devel
autoconf.noarch
and finally
zlib-devel

all of these packages you can install them by
yum install package-name
