Is that anyone know how to set the account lockout policy?
example like when that user try 3 times logon failure, then the account will auto lockout....

Red Hat 703 is pretty old and no longer supported. You might want to looking into upgrading to either Fedora 9 or 10. Or perhaps CentOS.
