redhat linux 7.3 : account lockout

Is that anyone know how to set the account lockout policy?
example like when that user try 3 times logon failure, then the account will auto lockout.

Red Hat 703 is pretty old and no longer supported. You might want to looking into upgrading to either Fedora 9 or 10. Or perhaps CentOS.
But aside from that, the only help I can give would be this link:

Sorry... I never ran 7.3, so other than that the only thing I could offer is <Linux> - Google Search
