Question ip filtering and Port filtering

ip filtering : - filter ip packets based on protocol { UDP ,TCP } , ports , src ip ,dest ip , packet type .

Port filtering : - filter ip packets based on ports .

Is port filtering just a subset of ip filtering ? what is real differnce between them ?

    Thanks,
