    how to Avoid adding users to group like wheel?

    i just want to prevent from now on from all users maybe even root from adding other users to groups like wheel for example. I also want to know how can I prevent from all users to create new groups or add users to new one. real thanks for anyone that helps.

    Root is the only one that can add users to groups or create new groups. If you want to stop this then don't allow your users to have root privileges. If your users require some privileges to run some programs then use sudoers to allow them to only run those programs as root. I would not change anything for root as you may break your system totally unless you REALLY know what you are doing.
