How to control the password length in RedHat Linux 9.0 ?

In my RedHat Linux9.0 system, It has two users, root and test.
In default, the password length must be minimum 5 mixes of character strings. Now I want to control the password length to be minimun 8 .

    I do it like this:
    1. Login with the user root.
    2. Modify the context of the file "/ect/login.defs"; Change the line that read : PASS_MIN_LEN 5 to read PASS_MIN_LEN 8.
    3. Logout the user root, and Login with the user root again.
    4. In terminal , I modify the password of the user test by the command "passwd test" . The system can accept the 6 characters password , and the modification above can not work.
    5. I can login the system with the user test and the new 6 characters password.

Why? How to make the parameter PASS_MIN_LEN 8 in the file "/ect/login.defs" work ?

I can solve the question above! pam_cracklib.so supersedes /etc/login.defs

Change the pam_cracklib.so entry in the file below to include the "minlen=8" parameter.

    /etc/pam.d/system-auth

    password requisite /lib/security/$ISA/pam_cracklib.so retry=3 minlen=8
