I use apache 2.0.40 on linux (RH 8 specifically)
and I have not had any caching problems like this.
Eclipse runs a php web based game with over 600 active players and no reports of anything remotely similar to this.
It would appear it is either a problem with phpbb or with the way you set it up on the distro you use.
Thats just a guess though.
