What things you need to setup entirely depends on what you want the server todo. Is it going to serve webpages? handle emails? be an FTP server? etc

What packages you use depends on the answers to point one.

What distro you use is entirely up to you, all distro's can run mail, ftp, http servers etc. Choose something your comfortable with, or a distro you want to try.
