will Apache patch change perms?

RHEL el5 Linux - Apache 2.2
has anyone heard of an official Apache patch changing permissions, or erasing /var/www/html or /var/www/cgi-bin?
my IT guys are saying I must put my scripts in /opt/... because they say an Apache patch may change permissions on /var/www/html or /var/www/cgi-bin, and they dont want to fix the perms afterwards.
I have 3 development boxes running Linux & Apache, but now i have to install on company's server.
is their concern valid?

Apache never changes the permission or wipes /var/www/html
the only thing might happen is your httpd.conf might wiped or might have some values changes, so take a backup of your httpd.conf and run the
apache update ..... I am sure nothing will happenRegards
