ssh_exchange_identification: Connection closed by remote host

I tried to connect my localdomain through ssh and i got this error
ssh_exchange_identification: Connection closed by remote host
and i don't have root access to edit into hosts.allow hosts.deny
i am not able to ssh my localdomain ,
is there something related to cpanel

I need to ssh to the server first to restart the sshd . My issue is " I CANT
SSH " and I dont have root access.

Can i do somethin with cpanel..??

cpanel wont allow you until and unless you have jail shell access to the server..ask your hosting provider to enable jail shell access..
any how you wont be able to restart sshd server ...that needs root access
