Rar is a proprietary format. As far as I know, it's released as shareware and you have to register after 40 days of use.
You can download the linux version from their website.

There is a tool called unrar to extract rar archives, that is likely available through your distro's package manager.
Open rar file or Extract rar files under Linux or UNIX
I recommend looking into open source archive formats, such as lzma.
