Can anyone explain what would cause Apache Process to ramp up in a matter of seconds. Generally running fine at less than 20 then can shoot up to 700 and the server fails

1) Kill the apache process
2) Try to re-install again
Reason: Apache is the safest (upto mark) webserver on the planet.
