Now, I've never used either, but isn't it easier to just use neither and log in with SSH to administer the system instead?
I may have misunderstood your situation, though.

cpanel is very good, extremely newb friendly which is a bonus! I have cpanel bundled with my domain and used it extensively until I installed my own Mandrake Linux server for MySQL and PHP. I haven't used cpanel from an administrative perspective though, only from a user perspective.
Can't comment on the other 2 options as I have never used them.

Any free options who is easy to set up.
If not, what is the easiest way to set up a ftp, web server on a single computer. I would prefer a web-based setup and config program

cpanel is very easy to use and functional. It is also expensive for a home user. Is it a home based server or in a commercial web host provider / server farm?

ive also used cpanel and I agree. really easy to use, but widely functional too.
