help publish my webpage

im in kde desktop but i still can write to /var/www/html is there a command code for this

you need to be 'root'

once in the root how do i insert my webpage in /var/www/html
cause i know to add a folder is mkdir, but i dont want to add a folder only i simple webpage from the command line
