what do you want to do with your dual wan exactly?
there are several ways you can use it:
to double the bandwidth of your wan connection or for redundancy purposes. or even for some kind of QoS.
But the answer to your question is Yes. Any linux distro is capable of working with dual wan. you can use iproute2.
