rndc: connect failed: connection refused

sorry i'm a newbie here, i just install RH and bind 9.4.1, the problem is, when i try to restart named.. the msg appear like below:
/etc/init.d/named restart
Locating /var/named/chroot//etc/named.conf failed:
[FAILED]

also to rndc.. the msg appear like below:

[root@dnssec1 etc]# /usr/sbin/rndc reload
rndc: connect failed: 127.0.0.1#953: connection refused

any idea?

I have moved named.pid to var/run/named/ then did this:

chown -R named: chroot

And it works thanks for former clues
