i installed phpMyadmin on my linux box (Redhat Linux 7.3) twice with the same source but why its not appear

Make sure that you have the proper URL in config.inc.php. If its not exactly right, images, and some commands don't work properly. Or maybe your source got corrupted? Download it again and see what happens.

e.. what i did is
1. of course extract the source
2. upload to the FTP site (/var/www/html)
3. access it from web browser
4. all right, i didn't configure the config.inc.php

Well you need to configure it adding your database details you may also want to restrict access to it with .htaccess or IIRC you can do it by IP as well.
