    Global htaccess Parameters

Is there a way to apply global htaccess
parameters to all websites on a server?
(Without hand creating all of the files...)

    I tried to put <Limit ...> in the httpd.conf
file but it did not like the order command.

Maybe I'm wrong, but I thought htaccess files were only used for settings you didn't want to put in the httpd.conf file, cause that makes the settings global (if not used inside <VirtualHost *>) - So, you should be fine with putting those parameters inside httpd.conf, strange it didn't work.
