Best Linux/Squid package
What is the best Linux/Squid package?
Goal: proxy to limit all but a few allowable web sites depending on group
Five different Windows domains at five different locations (I'll put 5 proxies in if I have to)
If you can point me in the right direction, it would be appreciated.

I am not sure what you are asking here since you seem to be already aware of Squid. Are you asking which distro is ideal for running Squid?
Yes, which distro. I am led to believe that there is a distro or two where Squid is already packaged with Linux and simply requires configuration.
Most distros have packages for squid. You just have to install it from the installation disc or package repositories. If you are already familiar with Linux, then use the distro you are familiar with. Other good server oriented distros I would recommend are CentOS and Debian.
