"Reverse" Reverse Access.db

I have been looking for a way to run a 'reverse' access.db

Instead of filling access.db with spammers I would like to do the opposite

I want to DENY all email expect those in a list file.

I don't want to 'firewall' anything (no IP chains etc..).

Preferably some kind of rule set or change that would reject all email except those addresses in a file
eg:
friend@hisdomain.com
myisp@thierdomain.com

Is this possible without rewriting the entire cf file?
Is there a "deny-all except these" aspect to the access file?
