You need to install an ftp server (e.g.: ProFTPd), configure it and run the daemon.

After that you should enable the ftp protocol in your firewall (if you have one). I know you have to that in guarddog, firestarter or similar....

i installed pure-ftpd and then after running the daemon i edited the /etc/inetd.conf.
now it runs perfectly..
