In absence of any info regarding your setup, you can try right-clicking on the desktop to see if it gives you the opportunity to add a panel.
You could also try renaming your desktop environment configuration folders and then logging back into the desktop to allow the folders to rebuild themselves, and hopefully it will reappear with the panel in place.
