PKG_CONFIG_PATH not working

as the title says, it is pointing to /usr/local/lib/pkg-config
however, when I try

PKG_CONFIG_PATH=/usr/lib/pkg-config

and/or

Code:

export PKG_CONFIG_PATH=/usr/lib/pkg-config

---

it still points to /usr/local/lib/pkg-config

It is a common problem (google search and lf search) but so far no solutions have worked.

slackware 10.1, 2.6.10
