i installed kdevelop3 from yast on my opensuse10.3.
but when i move to K menu -> development -> IDE for C/C++
there i found one editor and beneath it is command line for running code.
it doesnt gives me the look for an IDE.

From what you said, KDevelop installed correctly and the menu entry is the correct one for developing C/C++ applications.

Are you running kde or Gnome? kdevelop may not work correctly from Gnome.

Do you get any error messages when you try to run the program? Try running kdevelop (it might be kdevelop3) from the command line.

From what he said in post 3, I think kdeveloped installed successfully. It probably does not look like the IDEs he is used to in Windows.
