From a console or the run command

    winecfg

    To set up configuration.

open terminal and then type wine and then press TAB key

terminal shows all the programs starting with name wine

if their exists some names like winecfg,winebrowser......... then wine got installed on your system

regarding GUI winecfg,winelauncher........ provides GUI for configuring and running applications
