It must be in the guru or the packman repository. Here is a useful link on how to add repositories. After you add them go to Yast search for qt4 and install

If you are looking for libqt4-x11 library for the newest Skype version it may not exist for 10.1 I have not been able to find it. It appears to be only available for 10.2+
