kylix was a set of programming tools which i believe was only for windows (but used to make linux apps) it has since been discontinued. The new free alternative is lazarus:

wiki on kylix: Kylix programming tool - Wikipedia, the free encyclopedia
wiki on lazarus: Lazarus (software) - Wikipedia, the free encyclopedia
download lazarus: Lazarus Project :: Write once compile everywhere!

    hope that helps

I tried Kylix years ago when it was still young. I found Free Pascal, though, and it works really well, in fact it is now written in itself. Although a lot of trouble to make an X app, for console work it is great. Delphi compatible for the most part, and it really hums using the object capabilities.
