I would like to know if there is any program for linux that can do macromedia's flash 8 job

I don't know of a similar gui application. There are a few command line utilities for managing swf files and action script though.

mtasc is an action-script compiler, compiling into swf files
swfmill is a tool for combining swf files and adding/removing assets from them.

I forget what else I was using, haven't had to play with flash for a while.

I think there are plugins for eclipse allowing you to make something of a flash ide but so far as I know there aren't any tools for drawing etc. into the flash format.
