I wanted to have Linux to one language. I think I have to start by adapting the Linux kernel for that language. Any suggestion of yours please....

Dear friends,
I think that the present linux kernel in use is basically using English. This can be seen from system response, for example when exception occur and is shown by the system.
I am trying to develop a kernel that basically communicates using other language say Spanish, with letters outside the UTF-8, so that the natives can understand the basic system exceptions.

Umm, I dont think I should start with that if I were you.
Way to much work. While the normal users can just put there System in a Langauge. (with some Distros).
eg. My FedoraCore Server can pick a Language. I can pick Spanish and it will run in Spanish. The System Maintainer just has to know english to work with the kernel. And with the basic commands.
So if you really want to start this. Have fun. But first think of how many lines of code that the Linux Kernel is
