    user adjustable rate download manager

    Hi, Using 10.3 with current updates. I want to use a low limit ISP wireless account, and to make it last over the whole month, with VOIP, I want to be able to regulate down the connection speed/packet rate. I doubt I can get into the USB radio link device which goes into a mobile phone network. (3 mobile Australia). Ideas and info for newbie pls. I THINK I understand what/why I'm trying to do this.
    2.6GHz Celeron, 1GB, 160GB, 128Mb SuSe11.2; PCTV, GBit eth0 on P4PE, 10/100 eth1 <Ride to ride again>.

    Do you need to limit the rate of transfer or just the total transferred over say a month. You can control the total transfer by just using manual updates (select security updates first & limit yourself on other updates).
