    ftp server problem

    hi everyone
    i have created vsftp .. the problem is
    1 .I dont know how to creat a ftp site in linux.
    2. I want to set up user name and password for my users when log in to ftp server

    kwaslee:/home/kwaslee # ftp kwaslee
    Connected to kwaslee.site.
    500 OOPS: could not bind listening IPv4 socket
    ftp>

    kwaslee:/home/kwaslee # ftp
    ftp> get
    Not connected.
    ftp>
    can somebody help me on how to create ftp sites so that when i log on into m y server i can connected to my ftp site ?
