There are so many you can even use open office writer that comes default

Hand coding / wysiwyg - Kompozer
Hand coding - Quanta Plus, Bluefish, Screem, OpenOffice
They're the ones I've used anyways.

I'm partial to Bluefish under Gnome, and Quanta Plus for KDE.

I generally do all my HTML by hand in a simple text editor, but the last time I played with an all-in-one app it was Nvu:
