Just out of curiosity, is there any particular reason you can't use ssh?
Telnet is a plain-text protocol, so anyone can watch what you're sending and recieving, including passwords. ssh provides telnet like services but is secured.

Well, I see in Ubuntu, it's part of the socks4-client package. SuSE has no such package available that I can find, so all I can suggest is you download and compile from source.
