Don't know what is in said file since you did not give the full name. I suspect you have down loaded the source code in which case it must be compiled and you will need several development packages installed. In the file there should be a read me that should explain haw to build and install. Or the info should be on the site you downloaded from.
Also note that OpenSuse 10.0 is long out of date and is no longer supported.
