In your console (bash)
start YAST > Network settings > NTP configuration
on an old suse 9.x - this may be closest

if you run YAST in your shell it is NO GUI

the NTP server configuration when properly done in YAST as a.m.is self explaining

since yast is installed by default on all servers, I see no benefit of complicating things if easy solutions are already included and provided by suse
