    for KDE there is an option if you right click on the title bar> advanced> special window setings> geomety> desktop> force >desktop x

    what window manager do you use?

    On my fluxbox, i just right click the app in the taskbar and choose remember workspace

    I use Konqueror I wasnt aware that I could use anything else.

    What do you mean? The setting for what you want will be done by the window manager rather than the application itself i think. What window manager are you using?
