    Problems with tomcat

I am pretty new to linux, so please forgive the elementary question.
i am using linux 9.3 and seem to be having problems testing tomcat server. I have followed the usual directions eg. echo $CATALINA_HOME making sure the variable's are set i then su to root to start it $CATALINA_HOME/bin/startup.sh, which it does with out any problems. I then try to get to the tomcat page by typing http://localhost.8080, which gives me an error.
Is this because the user that i am currently in does not have permission (ie no longer root) in use/access tomcat?
The owner ship of $CATALINA_HOME belongs to a tomcat user group, which i have added my user to, so i should be able to use it?
