You can write in your Home folder. you must be root to create/edit/delete anything outside your Home folder.

something wrong in FileSystem. boot up in Single User mode and check system through 'fsck'.

I tried that and response is:
    pitar:/ # fsck
    fsck 1.34 (25-Jul-2003)
    reiserfsck 3.6.13 (2003 www.namesys.com)

    ************************************************** ***********
** If you are using the latest reiserfsprogs and it fails **
** please email bug reports to reiserfs-list@namesys.com, **
** providing as much information as possible -- your **
** hardware, kernel, patches, settings, all reiserfsck **
** messages (including version), the reiserfsck logfile, **
** check the syslog file for any related information. **
** If you would like advice on using this program, support **
    ** is available for $25 at www.namesys.com/support.html. **
    ************************************************** ***********

Will read-only check consistency of the filesystem on /dev/cciss/c0d0p3
Will put log info to 'stdout'

Do you want to run this program?[N/Yes] (note need to type Yes if you do):Yes
    ###########
reiserfsck --check started at Thu Nov 16 07:49:21 2006
    ###########
Partition /dev/cciss/c0d0p3 is mounted with write permissions, cannot check it
    fsck.reiserfs /dev/cciss/c0d0p3 failed (status 0x10). Run manually!
    reiserfsck 3.6.13 (2003 www.namesys.com)

And I ran manually , but nothing is changed. It seems that filesystem is mounted read only, so have you any idea how can I change that?

Right click on the folder.....Go to properties.....Then got to permissions and check write.
It does seem that your owner settings had a burp in the power failure.
