is there a command that i can do in a shell or some thing i can do to bring up all the programs that are running and close a disfunctional one down like Ctrl+Alt+Delete in windows?

Yes, you can do that. But the way to configure it will be different depending if you use KDE or Gnome (or something else).

press Ctrl+Esc. this will pop up a list of all running processes. you can kill dysfunctional process in this window.

If you will press ctrl+alt+esc a cursor with a skull will show up.
Any process that you will click with it will close. To don'tclose any process press right mouse button.

its NOT good to use 'xkill' ( skull cursor ). its quite possible that you could click at wrong place, wrong window or even kill X Server.
