the option for 'end session' only comes

shut down and restart problem
i have suse 9.3, when i click 'log out'
the option for 'end session' only comes
and when i click it system comes to login screen again.i couldnot shutdown, or restart my system.
yes, intially when i had just installed it, it used to give option for restart, shutdown etc .
can't i regain it ???
