Personal settings --> appearance and themes --> theme manager --> icons --> size

What desktop manager are you using? KDE, Gnome, fluxbox.....?

If KDE it's "Configure Desktop (Personal Settings).

Keep in mind that linux has many versions, configurations, X applications and environments. It will help you if you give some details when you post.

Swedna in his above post gave you the exact locations. To repeat go to Configue Settings > Appearances and Themes > Icons and then look on the Advanced tab and change the Font size to suit your preferences. If you don't seen any of that then either you are not looking in the right places or something is seriously wrong with your KDE.

I see your problem. Wrong Configure Desktop. The one on the desktop is NOT the right one - I know it's confusing. Click on the KDE 'lizard' (the pseudo MS start button!) and look for it in the Favorites section. It might also be located somewhere else but off the top of my head I don't know where and no time to look right now...go to run.
