First smart is a command line function so you won't find it in a menu
open a console
change to root by typing
su
the your root password note the keys will not echo
type
smart --gui
this will start a GUI version
you might also check out Ksmarttray if you are running KDE
SMART Package Manager - SUSE Wiki
You can also install the media stuff from Yast but you need to add some repositories

You are not following the instruction on the referenced page.

That is not the right site.
that is for Suse 10.1 586 processor. Please see the referenced page for the correct directory for your version and processor.Code:rpm -ihv http://ftp.skynet.be/pub/suser-guru/smart/10.1/i586/smart-latest.rpm

Well we are going about this the long way. If You read the second page I noted above it will tell you the packages you need to install. First do an update channels. Then do a search for them in Smart and check them to install them. The needed repositories (channels) should already be set up in smart.
You will need at least w32codec's
Then do an upgrade to get the newest version of all the players etc. Note it might be a large download since there are a lot of things probably requiring upgrades.

Im stupid help me it says (Quote)Windows Media, MP3, and DVD playback support
Add this address:
packman.unixheads.com/suse/10.2
You can also select a mirror from this list if the above address doesn't work or is too slow, or if you are not in the United States.
When you add the above address and click Next, a warning message about an unknown GPG key will come up. Click the checkbox next to Do Not Show This Message Again and click Yes. The next screen will ask if you'd like to import the aforementioned GPG key. Click Import.
