You need root privileges. What are you trying to do that requires that?

tutorial

in the tutorial it says to save into /usr/local/src so i was try to save the downloaded file in there but i dont know how

That's strictly a personal thing. You don't have to save sourcecode to that directory (in fact I would recommend against it). I would however very highly recommend you try and find a pre-compiled version of the software before attempting to compile it from source. What program are you trying to get working?

another thing im having a problem with is, sometimes a pop up will come up and it takes up the whole screen, i cant bring up another work space, or tool bar or anything. and im basically stuck.

Debian has a google-earth package that will probably work:

Debian -- Package Search Results -- googleearth-package

...but the *buntu distros might already have their own and if so, that would be a better option.

Edit: it appears that the above package is a utility to build the google-earth package for debian, so it might work well for ubuntu, too. I've never tried it so can't say for sure.
