When I try to boot my Windows, it says that it's loading but then goes back to the boot menu.

restore mbr from your windows disk then see if you can boot windows,if yes then reinstall grub from ubuntu disk if not then reinstall windows and then ubuntu

How do I reinstall mbr/reinstall GRUB?


Oh and here's what it literally says for loading the Windows:

Starting Up...
GRUB Loading Stage 2

After that, it goes to boot menu again.

Have you tried to remove GRUB? Does Windows OS boot up by default after removing GRUB?
If you havn't removed GRUB yet then boot up from SuperGRUB CD and select Fix Windows Boot Loader option. Or Boot up from Windows Installation CD and select repair. Execute fixmbr command at repair prompt.
