ok, I upgraded and yes the DSL/ppoe bug still exists, and it is a registered bug in launchpad (quite a hefty bug i must say, pretty much anybody with password protected wifi, DSL or dial up will not be able to connect in the regular manager) You can sudo pppoeconf and leave everything default, only adding user-name and password and selecting 'yes' to run at start up and you will be fixed, but for those of us who dont know that this bug is a BIG let down for 9.10. Very surprising for a stable release IMO. On the up side, flash video is FIXED!!! its actually smooth and can be run full screen without my cpu burning up like molten lava just to get a jerky/glitchy video...bravo!

this connection manager bug is pretty serious stuff however, im really surprised its not fixed like...2 months ago....
